About the fund

The British Council WB-UK Creative Economy sector development fund enables partnerships between Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia with the UK, to support the growth of the creative economy, skills and employment across the Western Balkans.

Applications will be sought from creative sector organisations in Western Balkans who are interested to partner with an organisation in the UK to implement a specific project which furthers the development of the creative economy in their country/sector. This pilot programme supports the creative industries as strategic economic sectors with transformative potential, and has a specific focus on empowering youth skills and employment.

What can the grants be used for?

Grants can be used by creative sector organisations in Western Balkans to partner with an organisation in the UK to implement a specific project which furthers the development of the creative economy in their country/sector. We have a specific focus on supporting projects which empower youth skills and employment. 

We expect these projects could take different forms, including but not limited to: consultancy, research, workshops, forums, and strategy development to shape and deliver a practical initiative which supports the growth of a specific creative sector and/or the overall creative economy in one of the 6 countries of the Western Balkans.

We expect these projects will cover a wide range of topics which are relevant for the creative sectors in the 6 countries. These could include – but are not limited to – topics around employability, skills development, creating links between education and industry, entrepreneurship, sustainability, international market development and networking etc. We will not list these exhaustively here, but to illustrate the types of projects we envision, here are several examples:

  • WB and UK film/screen agencies working together on a model for skills development / crew service that connects young talent to jobs in the industry 
  • WB and UK universities working together on new technology being applied to increase tourism and cultural sector growth within the cities they are based 
  • WB and UK technology clusters working together on advocacy strategy for how to support entrepreneurship or job creation in the digital/gaming sector
  • WB and UK cities of culture working together on models for capturing and shaping sustainable impact for their project(s) 

Projects can be digital, face to face or a hybrid of both.

Who can apply?

We are seeking applications from creative sector organisations. We will not list these exhaustively here, but to illustrate the types organisations we envision, here are several examples:

  • Organisations which represent the interests of a specific creative sector – e.g. Film Centres or Development Agencies; Fashion Councils; Gaming Associations
  • Organisations which focus on creative sector networking or support creative enterprise – e.g. creative hubs; organisations which represent and lobby for the needs of the creative industries 
  • Organisations which represent the creative sector in a specific city/region – e.g. organisations who run UNESCO cities of Music, Literature; a city Book Festival which represents and supports the growth of the publishing sector
  • Educational institutions – e.g. universities or colleges; other institutions teaching technical skills within the creative industries

Each application must include at least 2 partners: 1) at least one partner from the 6 countries of the Western Balkans listed below, and 2) at least one UK partner. We expect that the partner from the Western Balkans will be the lead partner.

Eligible countries: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia

Organisations are eligible to apply. Individuals are not eligible to apply. 

We would expect organisations to have the necessary registration/s needed to comply with legal and/or tax provisions in the country in which they are based.

The objective of the fund is to benefit the development and growth of the wider creative sector in a country/city/context and to support increased skills and employment. The objective of the fund is not for individual companies to commercially benefit, and such applications which focus on this will not be eligible.

Eligible sectors

For the purposes of this fund we will use the UK definition of the creative industries. The ‘creative industries’ have been defined by successive UK governments as those industries which “have their origin in individual creativity, skill and talent and which have a potential for wealth and job creation through the generation and exploitation of intellectual property”. The Department for Culture, Media and Sport (DCMS) has classified nine sub-sectors within the creative industries, and we will accept applications for projects which support the development of any of the following: 

  • advertising and marketing
  • architecture
  • crafts
  • design: product, graphic and fashion design
  • film, TV, video, radio and photography
  • IT, software and computer services
  • publishing
  • museums, galleries and libraries
  • music, performing and visual arts

Grant Amounts

Grants up to £50,000 are available. 

We have a total pool of funding available of £300,000.

As such we expect to award a very limited number of grants (likely to be 6 grants in total, one each for each of the 6 countries in the Western Balkans) that can demonstrate how they will substantially contribute towards growth of the creative economy in their local context. 

How to apply

An application must be submitted by one lead applicant from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, or Serbia .
